This track is marked on OS maps as a mixture of permissive path, UCR, RUPP and footpath. There is a fixed dead-end roadsign at SN782909 facing north so I think it's likely there are vehicular rights on the northern section at least. Very scenic route. It well defined on the ground as a track driveable byva 4x4.
